In British India, the District Public Relations Office was created under Public Health Division to raise awareness about the health and sanitation of the people. Under the then information department, the department started functioning at the Writers' Building in Kolkata under the Publicity Department. In 6, the Public Relations Directorate was formed under the Ministry of Information and Wireless with the field publicity and news and film branches. In 8, the posts of a District Public Relations Officer and a Subdivisional Public Relations Officer were created in each district. Bangladesh Council, BNR and Women's Branch were formed to create and engage the development activities by making people aware at the grassroots level of independence. The activities of the Directorate of Mass Communication were implemented in all the regions of the country through the 3 District Information Offices and 3 Upazila Information Offices.
Since its inception, district and upazila information offices have been exhibiting various meetings, seminars, discussion meetings, concerts and cinemas to engage the people with the policies and development programs adopted by the government. At one time in the village Ganj Bioscope was known as a popular media. It was the department that organized the bioscope at the time and used to give information about birth control and sanitation to the people. Presently, the program has been joined by the Union Information and Services Center for inspection and supervision, dramas, workshops, cultural events, pressmaking, baby booths, court meetings, pamphlets, distribution of leaflets and various functions of the government. Tafazzal Hossain Manik Mia, poet Jasim Uddin, artist Abbas Uddin, Abdul Alam, Sohrab Hossain, Abdul Latif, Bedar Uddin Pramukh have worked in different departments in the literature, journalism and music world.
